Global Talent Stream

The Global Talent Stream (GTS) is a specialized stream under Canada’s Temporary Foreign Worker Program (TFWP) that enables Canadian employers to hire highly skilled foreign workers quickly to address critical labour shortages. Designed primarily for innovative companies and high-demand occupations, the program offers expedited processing for eligible Labour Market Impact Assessment (LMIA) applications and work permits.

The Global Talent Stream helps Canadian employers recruit highly skilled international talent when qualified Canadian citizens or permanent residents are not available. The program supports Canada’s innovation and technology sectors while ensuring employers contribute to long-term labour market benefits through a Labour Market Benefits Plan (LMBP).

Categories Under the Global Talent Stream

Category A – Innovative Companies

This category is intended for innovative Canadian employers that have been referred by a designated referral partner and require unique, specialized international talent to help their business grow and scale.

Requirements

• Referral from a designated referral partner.
• Innovative Canadian business.
• Need for unique and specialised talent.
• Labour Market Benefits Plan.

Category B – In-Demand Occupations

This category allows Canadian employers to hire highly skilled foreign workers for occupations listed on the Global Talent Occupations List.

Unlike Category A, no referral partner is required.

Employers must hire workers in eligible occupations and comply with all Global Talent Stream requirements.

Additional occupations listed on Canada's Global Talent Occupations List may also qualify. 

Eligibility depends on the current Global Talent Occupations List published by Employment and Social Development Canada (ESDC).

Eligibility Requirements

Applicants must receive a job offer from an eligible Canadian employer participating in the Global Talent Stream.

The employer must obtain a positive Labour Market Impact Assessment (LMIA) through the Global Talent Stream before the foreign worker applies for a work permit.

Applicants must receive a genuine full-time employment offer in an eligible occupation.

Applicants must possess the education, professional qualifications, skills, and experience required for the offered position.

There is no separate minimum language requirement under the Global Talent Stream itself. However, applicants must meet any language requirements specified by the employer or those applicable to future immigration programs.

Applicants must satisfy Canadian medical, criminal, and security admissibility requirements before a work permit can be issued.

Labour Market Benefits Plan (LMBP)

A key requirement of the Global Talent Stream is the Labour Market Benefits Plan, which the employer must prepare with Employment and Social Development Canada (ESDC).The plan outlines commitments to create lasting benefits for Canada's labour market, such as:
