Ontario Workforce Priority Stream (OWPS)

The Ontario Workforce Priority Stream (OWPS) is the newest immigration pathway under the Ontario Immigrant Nominee Program (OINP). Designed to address Ontario’s labour market needs, the program enables eligible foreign workers with a qualifying Ontario job offer to obtain a provincial nomination, which can lead to Canadian Permanent Residence.

What is the Ontario Workforce Priority Stream?

The Ontario Workforce Priority Stream is a provincial immigration program that replaced all previous OINP streams. It is designed to help Ontario employers retain skilled international talent by nominating qualified candidates for Permanent Residence. 

The stream currently consists of three pathways:• TEER 0–3 Skilled Worker Pathway.
• TEER 4–5 Essential Worker Pathway.
• Self-Employed Physician Pathway. 


Successful applicants receive a provincial nomination and may then apply for Canadian Permanent Residence.

Pathways Under the Ontario Workforce Priority Stream

TEER 0–3 Skilled Worker Pathway:

Designed for highly skilled workers with a permanent full-time job offer from an eligible Ontario employer.
Examples include:

• Software Engineers.
• Accountants.
• Nurses.
• Human Resource Managers.
• Engineers.
• Financial Professionals.
• Architects.
• IT Professionals.

TEER 4–5 Essential Worker Pathway

Created for occupations experiencing labour shortages throughout Ontario.
Examples include:

• Personal Support Workers.
• Agricultural Workers.
• Manufacturing Workers.
• Food Processing Workers.
• Long-Haul Truck Drivers.
• Warehouse Workers.

Self-Employed Physician Pathway

A dedicated pathway for eligible physicians registered to practise in Ontario without requiring a traditional employer job offer.

Eligibility Requirements

Eligibility depends on the pathway selected. In general, applicants must meet the following requirements:

Applicants under the TEER 0–3 and TEER 4–5 pathways must have a genuine, full-time, permanent job offer from an eligible Ontario employer.

Applicants generally need qualifying work experience related to the offered position. Ontario recognizes several ways to meet this requirement, including recent experience with the Ontario employer, broader experience in the same occupation, or exemptions for certain licensed professions.

Applicants are generally expected to possess the minimum educational qualification required for their occupation and pathway.

Applicants must meet the minimum language requirement. Generally: TEER 0–3: Minimum CLB 6 (CLB 5 for certain occupations) TEER 4–5: Minimum CLB 4 Language must be demonstrated through an approved English or French language test.

Applicants must genuinely intend to reside and work in Ontario after becoming permanent residents.

Applicants must satisfy all Canadian medical, criminal, and security requirements.
